Hit Fortune is unavailable to California residents under its published Terms of Use. Section 3.4 also bars access to the games or service while in California. Check those limits before opening a sweepstakes casino account in California, claiming coins, or buying a coin package.

California’s rules in 2026

Governor Newsom signed AB 831 on October 11, 2025. The California courts’ legislative summary lists Chapter 623 and an effective date of January 1, 2026. The law is already in effect.

The California Gambling Control Commission explains that AB 831 addresses gambling simulations on websites and apps that award or connect participants with prizes of value. The law prohibits conducting or supporting the online sweepstakes games it defines. The Commission also describes exceptions for lawful licensed gambling, the state lottery, and qualifying promotions incidental to product sales.

Free entry does not by itself establish that a prize-based casino service is allowed. A virtual-coin social game without prize redemption raises a different question from the sweepstakes model covered here. This page does not verify California access for any particular social game or suggest another operator as a workaround.

Hit Fortune’s California restriction

The operator’s Terms of Use, section 3, checked on October 12, 2026, exclude California residents and access from California. That rule applies to the service and its games whether you plan to purchase Gold Coins or use complimentary Sweeps Coins.

Check your eligibility

  1. Read the current restricted-territory section. Check both your residence and your present location.
  2. If either is California, do not register, play, or claim a Hit Fortune promotion. Do not use a VPN, a different address, or another person’s details to bypass the restriction.
  3. For an existing account or balance, ask the operator about your account through the support contact in its current terms. This guide cannot confirm a redemption exception or access permission.
  4. Use the before-you-register checklist to review identity, account, and regional requirements. Installation or a promotional code cannot change those requirements.

FAQ

Is Hit Fortune available in California?

No. Section 3.4 of Hit Fortune's Terms of Use excludes people who reside in California and access to its games or services from California. We checked that restriction on October 12, 2026.

When did California AB 831 take effect?

January 1, 2026. The California courts' legislative summary and the Gambling Control Commission's 2025 legislation page confirm the effective date.

Does no-purchase entry make a sweepstakes casino available in California?

No. A free entry method does not remove the online sweepstakes gaming restrictions covered by AB 831 or override Hit Fortune's California exclusion.

Does AB 831 ban every free social casino game?

The law addresses the defined online sweepstakes gaming model and gambling simulations that award or connect players with prizes of value. A free social game with virtual coins and no prize redemption is a different question; this guide does not establish that any particular app is available in California.

What should a California reader do first?

Read the registration checklist and the current operator terms. Do not create a Hit Fortune account or use a VPN or a different address to bypass the California restriction.
